 "description": "The Appeal Jurisdiction is any land within the Coastal Zone that is located between the sea and the nearest public through road, within 300 feet of a beach, high-tide line or coastal bluff top, or within 100 feet of any stream estuary or wetland. County Code Section 13.20.122 indicates that development projects within this area that meet County approval requirements may be appealed to the California Coastal Commission for additional review.The Coastal Zone is an area along the California coastline subject to the regulations of the California Coastal Act of 1976 (California Public Resources Code Division 20). In general, development  within this zone requires additional permitting and oversight from the County of Santa Cruz Planning Department and/or the California Coastal Commission. The Santa Cruz County Planning Department is the authority for this layer. Bluff and beach data was digitized from USGS Digital Orthophoto Quadrangles (DOQs accuracy of ±30 feet). Stream buffers were calculated from existing County stream data. Wetland and estuary data was included from the US Fish and Wildlife National Wetland inventory.",
